International Falls: a new base for cold-weather development
Cold chambers, snow, a frozen lake and a concrete track expanded JLR’s development resources.

In December 2012 Jaguar Land Rover opened a winter test base at International Falls, Minnesota. The international release is dated 12 December; the US announcement appeared on 11 December.
Controlled cold and real winter
The site combined cold chambers with snow surfaces, a frozen lake and a concrete track. JLR described local temperatures reaching −48°C. This is a statement about the test environment, not a promise that every retail model was certified to operate at that temperature.
Why different test surfaces matter
A cold chamber provides repeatable conditions; an outdoor surface introduces changing grip and weather. In engineering terms, those environments help separate a temperature-dependent behaviour from a problem that appears only while driving. The release did not publish a complete test schedule or model-by-model results.
Part of a wider network
JLR listed other test locations in Germany, Sweden, Arizona and Dubai. International Falls was developed with the Koochiching Economic Development Authority. A new facility strengthened development capability; its opening alone does not prove that an individual vehicle has no winter faults.
